OUR EXPERTISE

Tom Moir, founder of PioneerK9, brings over 20 years of experience in developing, training, and assessing detection dog capability across military, government, private and international sectors.

Tom’s career began in the British Army, where he led the development and deployment of detection dog teams, designing training facilities, authoring SOPs, and preparing teams for operational readiness.

​

Following military service, Tom transitioned into the private sector, where he quickly recognised that military procedures did not always align with commercial requirements. Training and deployment SOPs had to be adapted to meet contractual obligations while still maintaining operational integrity. During this time, he provided training support and quality assurance on large-scale contracts, including the London 2012 Olympics, the United Nations in Africa, and UK Border operations in Northern France

As Training Manager in Northern France, Tom supported a major Border Force contract focused on Live Body Detection (LBD). He concentrated on training quality and standards. By dissecting existing methods and refining both training and handling practices, Tom helped raise performance, improve consistency, and strengthen reliability. To support long-term delivery, he also introduced a puppy procurement and training programme, ensuring a sustainable pipeline of operational dogs.

Tom has also delivered international consultancy, including work instrumental in developing Migration Control Dog (MCD) capability at Zeebrugge Port and providing training support for Explosive Detection Dog (EDD) cargo screening operations at Brussels Airport.

Today, through PioneerK9, Tom provides independent consultancy that enables organisations to build reliable programmes, assess performance objectively, and embed best practice through tailored training and knowledge transfer.
